Robert Collins hosts live coverage of Governor Buddy Roemer’s opening address to the 1991 Regular Session of the Louisiana Legislature on April 15, 1991. Prior to the speech, Collins reports on the late night conclusion to the second special session on reapportionment on the previous night.
