Live coverage of Governor Kathleen Blanco’s opening address to a 2004 Special Session of the Louisiana Legislature on March 7, 2004. During her speech, Governor Blanco outlines the priorities in her state budget, including: continuing to fund the state’s pre-K program; increasing the funding for school accountability initiatives and charter schools; developing the community and technical college system; stabilizing the operations of the Charity Hospital system; juvenile justice reform; and economic development. She also discusses the three main issues under consideration during the special session: renewing and making permanent the temporary taxes that have been on the books for 18 years; changing the funding formula for the Rainy Day Fund; and phasing out two business taxes over a seven year period, the sales tax on manufacturing machinery and equipment and the corporate franchise tax on debt.
