Charlie Whinham hosts live coverage of Governor John Bel Edwards’ opening address to the First 2016 Special Session of the Louisiana Legislature on February 14, 2016. Prior to the speech, Whinham and Robert Travis Scott of the Public Affairs Research Council of Louisiana (PAR) discuss the $940 million mid-year budget deficit.
