Kinsey, a native of Shreveport, is a businessman, philanthropist, and World War II veteran. He is a co-founder of Transco Energy Company, a natural gas pipeline company, which helped to build 2,000 miles of pipeline in Texas and Louisiana. He is also a co-founder of the Montessori School for Shreveport and a past president of the Public Affairs Research Council of Louisiana (PAR) and the Council for a Better Louisiana (CABL).
