A speech by Mark Cooper and Colonel Mike Edmonson before the Baton Rouge Press Club on June 14, 2010. Cooper is the Director of the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and Edmonson is the Superintendent of the Louisiana State Police.
