A speech by Patrick Dobard before the Baton Rouge Press Club on April 30, 2012. Dobard is the Superintendent of the Recovery School District (RSD). He discusses: poverty being a common thread across geographically diverse areas of Louisiana; the successes of the RSD in New Orleans, including an increase in student performance and the high school graduation rate and a decrease in the dropout rate; how the successes in New Orleans can be applied throughout the state; and the changes to come in Baton Rouge, including the creation of a Baton Rouge Achievement Zone, which will focus on turning around failing schools by empowering school leaders, engaging in partnerships to create strategic reform, and converting some schools to charter schools.
