A speech by Kevin Davis before the Baton Rouge Press Club on June 4, 2012. Davis is the Director of the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). He discusses: the upcoming 2012 hurricane season; the “whole community” approach to emergency management, which involves residents, emergency managers, organizational and community leaders, and government officials collectively assessing the needs of a community and how to strengthen assets and capabilities; and the intra-state mutual aid compact, which allows parishes to form agreements with other parishes for point-to-point sheltering during an emergency.
