A speech by Dr. Alex Billioux before the Baton Rouge Rotary Club on January 15, 2020. Dr. Billioux is the Assistant Secretary for the Office of Public Health at the Louisiana Department of Health. He discusses: the success of Medicaid expansion; the decrease in the number of cases of HIV and other sexually transmitted infections; the “Netflix model” for purchasing Hepatitis C medications for Medicaid patients; their work in finding efficiencies within the department; the collaborative effort to improve maternal morbidity rates; eliminating the wait list for services for people with developmental disabilities; and their work to improve aging and adult services.
