The panelists are: Morris Brubaker, the vice president of Drazen and Brubaker in St. Louis, Missouri; Dr. Linn Draper, the president and CEO of Gulf States Utilities; David Harlan, the director of corporate planning for Louisiana Power and Light; James Rouse, the manager of energy policy for Union Carbide; Louis Quinn, the former executive secretary of the Louisiana Public Service Commission; Wes Stuckey, the vice president for economic and industrial development for the Baton Rouge Chamber of Commerce; Richard Kleiner, the public information coordinator for the Louisiana Chemical Association; and David Mohr, the general manger of Cajun Electric. They discuss: the changing electric utility market; cogeneration and wheeling; the current laws and regulations in Louisiana; competition; and the future of utilities.
