This episode of the series “Louisiana Public Square” from April 23, 2014, features Kirby Goidel leading a discussion between the audience members and panelists on state contracts and the privatization of state services. A background report on the topic precedes the discussion. It includes interviews with: State Representative Kenneth Havard; Don Gregory, the health care analyst for the Public Affairs Research Council of Louisiana (PAR); State Treasurer John Kennedy; State Representative Jerome “Dee” Richard; and Robert Travis Scott, the president of PAR. The audience members then discuss their views on state contracts and the privatization of state services. A panel of experts then joins the audience to answer their questions. The panelists are: State Treasurer John Kennedy; Ken Naquin, the CEO of the Louisiana Association of General Contractors; State Representative Kenneth Havard; and Kevin Kane, the president of the Pelican Institute for Public Policy. They discuss: their views on state contracts and privatization; the legislation related to state contracts under consideration at the 2014 Legislative Session; the oversight of government contracts; getting rid of frivolous state contracts; the need for a better review process for the content of state contracts before they are approved; and the privatization of public schools.
