This segment from the November 6, 1981, episode of “Louisiana: The State We’re In” features a report on the events of the first week at the 1981 Special Session of the Louisiana Legislature on Reapportionment. This report includes: highlights from Governor Dave Treen’s opening address; debate over the proposed new district boundaries for the Legislature, including the concerns of the Legislative Black Caucus over the loss of majority African American districts; and debate over the reapportionment of the state’s Congressional districts. This report also features footage of a rally held on the steps of the State Capitol in support of the appropriation of more money to the historically black colleges and universities in the state, including Southern University.
