This segment from the February 2, 1996, episode of the series “Louisiana: The State We’re In” features Arcie Chapa’s report on the state’s plan to fund the Medicaid program, which is facing a $1 billion shortfall. Her report includes highlights of a press conference with Bobby Jindal, the new secretary of the Louisiana Department of Health and Hospitals (DHH), announcing his plan to start fining nursing homes that are not delivering adequate care and to recover Medicaid overpayments made to 15 hospitals around the state. She interviews: Freddie Pincus, elderly rights advocate; Marcus Carson, Louisiana Health Care Campaign; David Hood, DHH undersecretary; and Commissioner of Administrative Mark Drennen. Host Robert Collins then conducts an in-studio interview with DHH Secretary Bobby Jindal, who discusses his plan for improving the health care delivery system in the state and getting the Medicaid program under control.
