This segment from the October 4, 1996, episode of the series “Louisiana: The State We’re In” features Arcie Chapa’s report on the state’s new welfare reform plan. Chapa reports that a new federal law allows states to get block grants to administer their own welfare programs and that the federal government must approve the plan. She interviews: Sister Lory Schaff, adult learning teacher; Daisy Johnson, teachers’ aide and former welfare recipient; and Sister Kathleen Bahlinger, adult learning teacher. Host Robert Collins then conducts an in-studio interview with Secretary Madlyn Bagneris of the Louisiana Department of Social Services. She discusses the state’s welfare reform plan.
