Description

This segment from the December 20, 1996, episode of the series “Louisiana: The State We’re In” features Arcie Chapa’s report on the state’s new welfare reform plan that goes into effect on January 1, 1997. Her report includes highlights of a press conference with Secretary Madlyn Bagneris of the Louisiana Department of Social Services discussing the plan. It also includes an interview with Sister Lory Schaaf of the Adult Learning Center. Host Robert Collins then leads a panel discussion with: Vera Blakes, assistant secretary of the Louisiana Department of Social Services; Ken Miller, the dean of the LSU School of Social Work; and Viola Washington, the president of the Louisiana Welfare Rights Organization. They discuss the impact of the new system on current welfare recipients, concerns that the state is moving too fast in implementing the new program, and the educational programs included in the program.
