This segment from the September 23, 2016, episode of the series “Louisiana: The State We’re In” features the second part of producer Kelly Spires’ report on the status of the American Dream in Louisiana based on the writings of 19th century French historian Alexis de Tocqueville. She focuses on the flood recovery efforts in Monroe following the March floods. She interviews Kristen Hill and Stephen Hill, two March flood survivors, who discuss their previous lack of concern for living in a flood zone, their recovery from the flood, and their frustrating wait for federal aid. Spires also interviews Scotty Robinson, the president of the Ouachita Parish Police Jury, who discusses the difficulties in preparing for a thousand-year flood, the waterways in Ouachita Parish, and the parish’s wait for federal aid.
