She focuses on the flood recovery efforts in Monroe following the March floods. She interviews Kristen Hill and Stephen Hill, two March flood survivors, who discuss their previous lack of concern for living in a flood zone, their recovery from the flood, and their frustrating wait for federal aid. Spires also interviews Scotty Robinson, the president of the Ouachita Parish Police Jury, who discusses the difficulties in preparing for a thousand-year flood, the waterways in Ouachita Parish, and the parish’s wait for federal aid.
