Interview with Judge Gorman E. Taylor on Caddo Parish having all judges offices, probation staff, clerical staff, and detention facilities all in one building. He states that he personally favors having the juvenile court, the detention home, and the judges offices all housed in one complex so that the judge can handle cases as they arise and children aren't held in detention as long. Judge Taylor states that last year the average detention time in Caddo Parish was 4.7 days. As a specialized juvenile court, he hears all violation of laws that deal with the protection of the physical, mental, and moral well-being of children under 17 years of age.
